receipt of tenders, but before deciding on the
acceptance of any one of them. If the work is
to be done departmentally then it may be neces-
sary for the Consulting Engineer to examine his
previous estimates, taking into account any fluc-
tuations in prices, changes of design or other
causes tending to render them no longer applicable.
Should he sea reason to anticipate material ex-
cess over the sun sanctioned he should at once
bring the matter to the notice of the Crown
Agents that they may obtain the instructions of
the Secretary of State before proceeding.
8. Should the scheme described in the Con-
sulting Engineer's report not have been worked
out in full detail it will be desirable, if time
permits, to do this now, after further survays
if necessary.
Although it is possible under the departmental
system to begin the work without the full pre-
paration of plans specifications and quantities
which are indispensable for the proper letting of
a contract, yet the caraful preparation of pre-
liminaries affords the Government not only a reli-
able forecast of expenditure but also a means of
watching and checking the progress of the work
during construction. In this connection attan-
tion is called to the circular headed "Financial
Responsibility of Consulting Engineers" dated
March 1901 of which a copy is attached.
